Fractional CIO · CTO · CISO · Australia-wide, based on the Gold Coast
Technology leadership. Without the full-time executive.
Most mid-market businesses do not need less technology leadership. They need the right amount of it. Liltec Advisory provides experienced executive technology leadership for organisations that are large enough to depend on technology, but not necessarily large enough to justify a full-time CIO, CTO or CISO.
That means working above the day-to-day IT function: setting strategy, managing technology and cyber risk, prioritising investment, challenging vendors, governing delivery and giving the CEO, CFO and board a clear technology voice.
Your existing IT team and providers remain important. Liltec sits above them, providing the leadership, accountability and commercial direction that connects technology activity to business priorities.

Two ways to work with us
Stream 1
Technology Leadership
Stream 2
AI Governance & Compliance
Not every organisation needs every stage, and the two streams aren't fixed lanes, a follow-up action from either one can just as easily lead into the other. Start wherever your business is today.
How it works
Whichever stream, or stage within it, you choose above, every engagement runs through the same five-step process.
Assess
Every engagement starts with a structured assessment. The Diagnostic is a fast, judgement-led triage, deliberately not scored. Everything else is scored against a recognised or purpose-built framework.
Prioritise
You get a ranked strategy, not just a diagnosis: a one-page brief for a light engagement, or a scored roadmap and priority actions for a full assessment.
Deliver
If the assessment points to more work, that's a separate engagement, scoped and agreed fresh before work begins, and not locked to the stream you started in. A technology assessment can surface a governance gap; a governance assessment can surface a broader technology need.
Sustain
For ongoing engagements, standing executive and board reporting plus an annual re-score keep the gains in place and investment decisions visible.
Close
For an ongoing retainer, knowledge transfer is continuous. For a fixed-price engagement, it's built into what you receive: the brief, roadmap or report stands on its own.
No engagement locks you into the next one. A recommendation isn't a commitment.
Ken
Blaszkowski
Technology leadership that starts with the business and delivers outcomes.
Ken Blaszkowski is an experienced technology executive who has spent more than 20 years working at the intersection of technology, business strategy, risk and growth, including 15 years in leadership roles.
He has led technology across complex, multi-site and multi-country organisations, with accountability spanning technology strategy, cyber security, transformation, vendors, investment and commercial outcomes.
His experience includes leading technology through international growth, acquisitions, operating-model transformation and significant cost reduction. Across three different sectors, he has delivered annualised ICT cost reductions of 42%, 37% and 25%, including a 95% reduction in managed-service costs through building internal capability. He has also led an Agentic AI deployment that delivered a 65% productivity improvement.
Figures are Ken's results in previous employment. Client names are withheld for confidentiality.
His approach
That experience shapes a simple view: technology is only valuable when it helps the business perform better. Sometimes that means transforming the technology function. Sometimes it means fixing the foundations, simplifying a complex environment, reducing unnecessary cost, strengthening cyber governance, or giving an executive team the clarity to make an important decision with confidence.
Ken does not sell technology for technology's sake. His role is to give business leaders honest, experienced advice about what they actually need, and then help turn that advice into measurable outcomes.
Some of the work he is most proud of has also been about people. At a children's services enterprise, he helped establish technology, governance and training that supported safeguarding some of Australia's most vulnerable children. It reinforced a belief that has stayed with him throughout his career: technology should work for people and the business, not the other way around.
His approach is straightforward: ask the difficult questions, challenge assumptions when necessary, connect technology decisions to business outcomes, and tell clients what they need to hear, not simply what is easiest to hear or most convenient to sell.
If your organisation needs experienced technology leadership, strategic clarity or an executive perspective that connects technology, cyber, risk and commercial priorities, that is the conversation Ken is here to have.

Why Liltec?
Why would I choose Liltec instead of hiring a full-time CIO or CTO?
Many mid-market businesses need experienced technology leadership, but not necessarily five days a week of it.
Liltec gives you access to senior executive technology capability when you need it, without the cost and commitment of a permanent executive appointment. That might mean strategic advice around a specific issue, leadership through a transformation, or an ongoing fractional technology executive role.
The model is flexible because your business needs should determine the level of leadership you have, not the other way around.
What exactly is a fractional CIO, CTO or CISO?
A fractional executive provides the experience, judgement and leadership of a senior technology executive on a part-time basis.
Rather than employing a full-time CIO, CTO or CISO, you access that capability for the days, decisions and responsibilities that make sense for your business.
It gives you executive-level technology leadership without the cost and commitment of a full-time executive appointment.
How is Liltec different from our IT provider or MSP?
Your IT provider or MSP is typically responsible for keeping technology running.
Liltec operates at the executive level, helping determine where technology should be going, what you should invest in, what risks need attention and whether your existing providers are delivering the right outcomes.
Liltec doesn't automatically replace your IT provider. In many cases, it works alongside them, providing the strategic direction and accountability that may be missing.
Will you work with our existing IT team?
Absolutely. In most cases, that's exactly how Liltec works.
Your internal team and technology providers already understand your environment and how your business operates. Liltec adds the executive direction, priorities, governance and accountability needed to connect their work to the needs of the business.
The goal is to make your existing technology capability work better, not automatically replace it.
Are you independent from technology vendors and suppliers?
Yes. Liltec is completely vendor independent.
We don't have a technology product, platform or managed service to sell you, so our recommendations start with what your business actually needs.
If your existing technology, provider or investment is the right answer, we'll tell you. If it isn't, we'll explain why and what we believe should change.
You get advice based on what's right for your business, not what's easiest to sell.
What does Liltec take responsibility for?
Liltec can provide leadership across technology strategy, cyber risk, governance, technology investment, transformation, vendors, AI and executive reporting.
The level of responsibility depends on the engagement. It might be independent advice and a strategic roadmap, oversight of a specific transformation, or an ongoing Fractional Technology Executive role.
The important distinction is that Liltec isn't there simply to produce reports or recommendations. The focus is on helping you make better decisions and delivering the outcomes that follow from them.
How Liltec works
What if the answer is that we don't need to spend more money on technology?
Then that's what we'll tell you.
Good technology advice isn't about creating projects or increasing technology spend. Sometimes the right answer is to simplify, consolidate, renegotiate, stop doing something or get more value from what you already have.
The objective is better business outcomes, not a bigger technology budget.
Can Liltec help us reduce technology costs without reducing capability?
Yes.
Technology cost reduction is often about removing duplication, simplifying the environment, consolidating suppliers, improving internal capability and making better investment decisions, not simply cutting services.
In earlier executive roles, Ken delivered annualised ICT cost reductions of 42%, 37% and 25% across three organisations, including a 95% reduction in managed-service costs in one transformation.
The objective isn't simply to spend less. It's to build a technology function that is more capable, accountable and commercially sustainable.
How do you know what we should prioritise first?
The starting point is understanding where technology is having the greatest impact on your business, whether that's cost, risk, operational friction, growth constraints or missed opportunities.
From there, we prioritise the issues based on business impact, urgency, risk and effort.
The result is a practical set of priorities that your leadership team can act on, rather than another long list of technology recommendations sitting in a report.
Do you implement your recommendations, or just give us a report?
Both are possible.
Some clients need independent advice and a clear roadmap. Others need someone to lead the implementation and make sure the strategy actually turns into results.
Liltec can provide the strategy, oversee delivery, work alongside your existing team and providers, or take an ongoing executive leadership role.
The engagement is shaped around what your business actually needs.
Can Liltec help us decide whether AI is actually worth pursuing?
Yes.
The question shouldn't be "Where can we use AI?" It should be "Where can AI create meaningful value for our business?"
Liltec helps identify the right opportunities, assess business readiness and risk, and, where appropriate, prove a commercially viable use case before committing to a larger investment.
In a previous executive role, Ken led an Agentic AI deployment that delivered a 65% productivity improvement, so the focus is on measurable business outcomes rather than AI for AI's sake.
What happens if we decide Liltec isn't the right fit?
That's absolutely fine.
The initial conversation is designed to establish whether there's a genuine fit, not to sell you an engagement.
If we believe your existing provider, another specialist or simply doing nothing is the better option, we'll tell you.
Independent advice only has value when it's honest.
Working with Liltec
What size organisation is Liltec best suited to?
Liltec is particularly suited to mid-market businesses that have become increasingly dependent on technology but don't yet have, or don't need, a full-time executive technology leader.
The right question isn't necessarily about revenue or employee numbers. It's about the complexity of your business, your dependence on technology, the level of risk you're carrying and how important technology is to your growth and operations.
If technology is becoming too important to leave without executive leadership, but a full-time CIO or CTO doesn't make commercial sense, Liltec may be a good fit.
How much does Liltec cost?
Liltec offers a combination of fixed-price strategic engagements and ongoing fractional executive technology leadership.
Fixed-price engagements provide clarity around scope and cost, while fractional arrangements provide ongoing access to senior technology leadership.
Pricing depends on the outcome required, the complexity of the organisation and the level of responsibility involved. Wherever possible, Liltec provides a clear scope and price before work begins.
You should know what you're buying and what it will cost before you commit.
How quickly can we start?
Most Liltec engagements can begin quickly because the model is designed around focused, practical interventions rather than lengthy consulting processes.
The first step is a conversation to understand what you're trying to achieve, where the business is experiencing risk or opportunity, and what type of engagement is appropriate.
From there, we'll agree the scope, outcomes and timing.
Do you work remotely or on-site?
Liltec can work in whichever way best supports the engagement.
Many activities can be delivered remotely, while important workshops, executive meetings, planning sessions and transformation activities can be more effective in person.
For ongoing fractional executive engagements, the working rhythm is agreed upfront around the needs of the business and its leadership team.
